SUMMARY:  Draft committee charges for the Policy Advisory Committee (PAC) and the Technical Advisory Committee (TAC) are attached as Exhibits 21-A and 21-B, respectively.  A joint meeting of the PAC and TAC to develop a recommendation to the Board on the charges was held on December 6, 2005.  At that meeting the PAC and TAC voted unanimously to recommend approval of their charges to the Board of Directors.  Staff subsequently amended the charges to conform the language to be consistent with other committee charges and proposed Meeting Rule 7.  Changes are shown in italicized and strikeout text.

 

RECOMMENDATION:  The Board should consider approval of the joint PAC/TAC recommendation to adopt Exhibits 21-A and 21-B. 

 

BACKGROUND:  The PAC is comprised of elected officials, and the TAC is comprised of appointed staff from the cities of Carmel, Del Rey Oaks, Monterey, Pacific Grove, Sand City and Seaside; the Monterey Peninsula Airport District and the County of Monterey.  The PAC meets to consider policy issues and to ratify recommendations of the TAC.  The PAC provides input from the policy-maker’s perspective and makes recommendations to the Board from that viewpoint.  The TAC meets on an “as needed” basis to discuss matters related to policy implementation that affect the jurisdictions, and to assist the Board with technical matters that are relevant to District water use and demand regulation.
