EXHIBIT 17-E

 

                               CHARGE TO THE MPWMD WATER DEMAND COMMITTEE

aAs adopted by the Water Demand Committee on July 26, 2000 and amended by District staff on November 29, 2005

 

1.         Primary Function

 

The committee shall provide advice and recommendations to the bBoard of dDirectors and staff of the Monterey Peninsula Water Management District on matters affecting water permits, conservation, and other related subjects.

 

2.                   Process

 

The committee is expected meets as needed to provide a forum for in-depth deliberation and discussion and to provide recommendations and direction to staff on issues related to water permits and conservation.  All Water Demand Committee meetings are noticed and open to the public by Board policy; however, this committee is not considered to be a “legislative body” as defined by the Ralph M. Brown Act.”

 

3.         Composition and Structure

 

a)         The voting members of the Committee shall consist of three elected Directors of the Monterey Peninsula Water Management District appointed by the Board Chairperson.  The Water Demand Committee is comprised of three Board members with two alternates.  The members of the Water Demand Committee and its chair shall be appointed by the Board Chair and approved by the Board, typically for the calendar year.

 

b)                  A quorum of two (2) voting Water Demand Committee members shall be required to transact business of the committee for an official meeting to be conducted.  Action may be taken by majority vote of those Water Demand Committee members present.  The chair of the committee shall be elected by the members of the committee; meetings shall be held as determined by the chairperson.

 

c)         The General Manager or other designated staff member(s) shall provide support as appropriate. (or a designated staff member) of the Monterey Peninsula Water Management District shall also serve on the committee as an ex officio, non-voting member.  The Water Demand Manager shall serve in an ex officio capacity and as secretary to the committee and provide other support as appropriate. Other District staff may meet with the committee from time to time and serve as a resource.

 

4.         Responsibilities of the Committee

 

a)         To meet as required on the call of the committee chair, a majority of committee members, Board of Directors or by the General Manager.

 

b)         To provide timely advice to the board of directors and staff of the Monterey Peninsula Water Management District  MPWMD staff and recommendations to the District Board of Directors on matters related to water permits and conservation.

 

c)         To undertake other tasks as designated by the Board Chairperson.
