Completion of Phase I Aquifer Storage and Recovery Project

Description of Nature, Purpose and Beneficiaries of Project: The nature of proposed Ordinance No. 123 is to increase MPWMD’s user fee collected on California American Water bills by 1.2% (from 7.125% to 8.325%) to fund completion of Phase I of MPWMD’s Aquifer Storage and Recovery Project and related water supply expenses.  Expansion of the project is needed to provide sufficient water for present or future beneficial use, and to protect MPWMD water resources.  Beneficiaries are rate-payers and tax-payers within the MPWMD.

Reason(s) Why Project Is Exempt:   Ordinance No. 123 is for the purpose of meeting operating expenses, including employee wage rates.  Findings are included as part of Ordinance No. 123; additional rationale and documentation are provided in staff information packages of August 15, 2005 (second reading of Ordinance No. 123) and July 18, 2005 (first reading of Ordinance No. 123).  The MPWMD Board at a public hearing on July 18, 2005 determined that Ordinance No. 123 is not considered a “project” under CEQA as its effects are solely financial and it would not have a physical impact on the environment.
