FINAL MINUTES

Water Demand Committee

of the Monterey Peninsula Water Management District

February 8, 2005

 

 

CALL TO ORDER

The meeting was called to order at 3 PM in the District Conference room.

 

Committee members present:      Larry Foy, Chair

District staff present:                    David A. Berger, General Manager

                                                  Stephanie Pintar, Water Demand Manager

District Council present:              David C. Laredo

 

COMMENTS FROM THE PUBLIC

Steven Leonard, General Manager of California American Water, was in attendance.  He participated in the discussion of item 2 and offered suggestions to the Board for improvements to the Ordinance No. 119.   No other members of the public were in attendance.

 

ACTION ITEMS

1.                  Approve Minutes of January 11, 2005 Committee Meeting

      On a motion by Director Foy and second by Director Pendergrass the minutes were unanimously approved on a vote of 3 – 0.

 

2.                  Review Draft Ordinance 119 (Amending District Rules to Modify Expanded Conservation and Standby Rationing Plan); Consider Recommendation to Board of Directors

On a motion by Director Knight and second by Director Pendergrass, the committee voted unanimously to present the ordinance to the full Board for consideration.  The ordinance would reflect the amendments agreed to by the committee and listed below.  The motion was approved on a vote of 3 – 0.

 

The committee directed that the ordinance be amended as follows.  (1) On page 4 of the ordinance, text above the table could be amended to include the words, “At such time the Board may modify Table 1 by resolution.”  (2) Add to Rule 163, section F a statement explaining that Public Utilities Commission regulations supersede the elements of section F.  In addition, a statement should be added that Cal Am will meet and confer with the District five days before it files an Advice Letter with the PUC to implement emergency rates. (3) Rule 172, section A should be amended to delete any reference to the District or Cal Am.  In addition, the ordinance should state that water audits must be prepared under the supervision of a certified auditor.

 

OTHER ITEMS

3.                  Schedule March and April 2005 Committee Meeting Dates

            The committee agreed to conduct a meeting on March 14, 2005 at 3 PM.  The April meeting will be scheduled at the March 14 meeting.

 

ADJOURNMENT

The meeting was adjourned at approximately 4:10 PM.
