Call to Order

The meeting was called to order at 9:10 AM in the District Conference Room.

Action Items

1.                  Approve Minutes of April 6 and August 3, 2004 Committee Meetings

On a motion by Mr. Matarazzo and second by Mr. Langford, the minutes of April 6, 2004 were approved unanimously with one change to page 3, paragraph 1, to delete the words “Ms. Ingersoll” and replace them with the words “Mr. Rerig”.  The minutes of August 3, 2004 were approved as presented. 

 

Discussion Items

2.         Discuss District Request for General Plan Build-Out Numbers from Member Jurisdictions

            Ms. Pintar asked the committee members if they had any questions or concerns regarding the District’s request that they submit General Plan build-out numbers.  The District will develop average water demand factors which will than be applied to the build-out numbers in order to estimate long-term water needs.

            The following comments were received from the committee regarding the request for information.  (1) The City of Monterey will submit numbers based on its draft general plan. (2) The residential factor that will be developed by the District should not be the same for every jurisdiction.  In the City of Sand, most residential use will be urban and include very little landscaping.  However, residential development in the Del Monte Forest could include extensive landscaping. (3) It is recommended that each jurisdiction submit the general plan build-out number to its City Council or Board for review; however, that will delay the time-line for submission of information to the District. (4) Each jurisdiction should develop its estimates without regard to what neighboring jurisdictions have estimated, since the proposed water supply project should be sized to meet the growth needs of each jurisdiction.  The question that must be answered by the Policy Advisory Committee is, “Will water from the project be allocated on a first-come-first-served basis?”

 

Ms. Pintar noted that it is not necessary for the jurisdictions to apply water use factors to their build-out numbers.  The District will apply its own factors.  The parkland use will probably be estimated based on an overall factor such as the factors currently used for irrigated or non-irrigated turf.
