BACKGROUND:  The District has been a member of the CSDA for many years.  As a member, the District benefits from a variety of programs and services provided by the Association.  During 2004 CSDA heard the needs of its members and took the lead on behalf of all special districts in California to develop a bipartisan agreement that marks a historic, positive change for special districts, cities and counties.  With an unbelievable level of support, Proposition 1A was passed restoring control of local revenues and allowing special districts predictability and stability in their revenue streams for the long term.  On an ongoing basis CSDA provides networking opportunities and timely publications that provide information on legislation that may affect the District
