SUMMARY:  The purpose of this action is to review and approve the District’s updated Strategic Plan developed at the Board’s September 29, 2004 all-day workshop.

RECOMMENDATION:  Staff recommends that the Board review, confirm (or modify as necessary), the attached draft (Exhibit 19-A) of the District’s updated Strategic Plan.

 

BACKGROUND:  The Board of Directors last held a strategic planning workshop to establish District work program priorities approximately 2 ½ years ago.  Since then three new Board members have been elected, a new General Manager has been appointed, and external conditions affecting the District have changed that necessitate creation of a Strategic Plan that reflects the policy direction and priorities of the current Board.  In addition, the General Manager employment agreement requires the Board to create objectives/expectations by which my work performance will be evaluated during the current fiscal year.   At its July meeting the Board concurred in my suggestion that these two necessary activities be combined into a single, professionally facilitated, all-day Board workshop.  That workshop was held as a public meeting on September 29, 2004 at the Sunset Center in Carmel. 

 

Eileen Goodwin of Apex Strategies was the facilitator of this workshop, and she prepared the attached draft Strategic Plan.  Staff participants in the workshop have reviewed and edited the draft.  The General Manager performance objectives/expectations have been transmitted to the Board as a separate document for review in closed session.
