RESOLUTION NO. 2004–16 

 

Resolution of the Board of Directors

of the Monterey Peninsula Water Management District

Declaring Its Appreciation to the Carmel Area Wastewater District for Efforts to Augment Water Levels in the Carmel River Lagoon during Summer 2004

 

WHEREAS, the Monterey Peninsula Water Management District (MPWMD) has monitored water levels in the Carmel River Lagoon (Lagoon) on a continuous basis since 1992, and has observed near record low water levels this summer; and

 

WHEREAS, other individuals and groups such as the Carmel River Steelhead Association (CRSA) also provided reports and concerns about low Lagoon water levels based on anecdotal evidence from years of experience observing conditions in and around the Lagoon, and

 

                        WHEREAS, the Lagoon functions as crucial habitat for restoring and conserving the threatened population of steelhead in the Carmel River Basin and in the South-Central California Evolutionarily Significant Unit, and

 

WHEREAS, the Carmel Area Wastewater District (CAWD) helped to quickly evaluate the potential for augmenting water levels and independently offered to provide supplemental water to the Lagoon from its tertiary recycled water treatment plant immediately upstream of the Lagoon, and

 

WHEREAS, all agencies including the California Department of Parks and Recreation (CDPR), the California Department of Fish and Game, the National Marine Fisheries Service, and the United States Fish and Wildlife Service worked cooperatively and expediently to implement the offer from CAWD to discharge tertiary-treated recycled water to the Lagoon on ten occasions between July 25, 2004 and October 6, 2004, amounting to a total augmentation of 37.5 acre-feet, and

 

WHEREAS, the CDPR and Pebble Beach Company have offered to help defray costs associated with CAWD recycled water discharges to the lagoon during the remainder of this season; and

WHEREAS, the CAWD continues to evaluate the feasibility of modifying their treatment plant to provide water in the near term (3-4 years) for augmenting water levels during summer months.

 

 


NOW THEREFORE, BE IT RESOLVED, and ordered by the Board of Directors of the Monterey Peninsula Water Management District that:

 

a.  The Monterey Peninsula Water Management District recognizes the outstanding performance of CAWD officials in their successful efforts to augment Lagoon water level conditions this summer for the benefit of steelhead, and

 

b.      The Monterey Peninsula Water Management District further intends to continue participation in efforts to enhance Lagoon water levels during similar low water conditions in the near future, and will work with CAWD and other local, state and federal agencies to promote such enhancement efforts, as appropriate under conditions existing in the future.
