MINUTES

Team Safety Meeting

December  22, 2003

 

 

-  The meeting was called to order at 3:00 pm in the district Conference Room  -

                       

 

                        MEMBERS PRESENT: Thomas Christensen, Rick Dickhaut, Darby Fuerst, Debby Martin, Cynthia Schmidlin

 

                        MEMBERS ABSENT:   None

 

 

I.          TOPICS OF DISCUSSION 

           

            OLD BUSINESS         

 

1.      IIPP Update Status – Darby Fuerst presented a final version of a new MPWMD policy  associated with stream flow measurements, sampling, and related activities.  This will be added to the other updates to the IIPP, including information gained by Team Safety from their attendance at Emergency Response Planning training on November 13, 2003. The training was helpful in pointing out that emergencies were not limited to community-wide catastrophes like earthquakes and flooding.  A roof leak that damaged a District office building and its contents, especially records, could be a definite emergency.  A fire or an incident of violence in the workplace could also qualify.  As suggested in the training, team members determined that there should be a designated meeting spot for employees in case of a need to evacuate the building.  It should be an easy place for staff to congregate.  However it should be away from the front doors, where dangerous intruders might be located. The team decided that the parking lot area outside of the Conference Room would be an excellent location.  The issue of evacuation in the event of hostile intruders will be covered in the Safety and Security training to be held in February, 2004. This information will be added to the Emergency Action Plan section of the IIPP. 

 

2.      SDRMA Liability/Worker’s Compensation Audit – Cynthia and Rick discussed their  meetings with SDRMA consultant, Jim Emerson, over two days in September.   One day was devoted to going over a questionnaire related to District safety programs, policies, and record keeping.  A second day was spent inspecting the District Offices at 5 Harris Court, the Carmel Valley Field Office, Carmel Valley Shop, and Sleepy Hollow Steelhead Rearing Facility.  The audit report has not been received, as of yet.  However, Mr. Emerson was very positive about the District’s Safety Program. 

 

NEW BUSINESS 

 

1.      Accident Report Review – Team Safety review the accident report regarding a temporary fish rescue worker falling from the top of the fish transport truck while washing it down behind 5 Harris Court. The report determined that the truck should be washed near soft ground at the Sleepy Hollow Facility, and that there should always be a spotter to let the worker on top of the truck know if they are in danger of losing their balance.

 

2.      Safety Suggestions - Team Safety reviewed a safety suggestion regarding dim lighting on the front stairway at 5 Harris Court.   Rick will look into the higher wattage bulbs available and purchase a supply.

 

3.      Inspection of 5 Harris Court – Team Safety performed its annual inspection of the Main Office Building. The report was satisfactory. However the following was noted:

 

a.    Garage: A step ladder was improperly stored on the floor. Another large ladder was stored across the storage bins. Mounts should be installed on the back wall to place the ladders in the proper location. The area around the electrical panel should be cleared of equipment for easy access.

 

      b.   Downstairs Halls: There were 2 toilets sitting in the hall area outside Water Demand Division. They were sent to a business customer incorrectly. The customer did not wish to send them back due to the cost of shipping and donated them to the District.  One will be installed in the 5 Harris Court first floor bathroom and used for public awareness.  The other will be removed and installed at the Sleepy Hollow Fish Rearing Facility.

     

      c.   Planning and Engineering:  There was an unused computer monitor and hard drive/keyboard in one office which should be removed to a storage area.  Piles of paper should not be stored on the floor.

     

      d.   General Manager’s Office:  There was a long tangled extension cord in the Executive Assistant’s office which should be replaced by a shorter cord or power strip with a surge protector.  A few storage boxes were on the floor, for use during a project, but they were placed away from traffic areas.  They will be removed to storage after project completion

 

      e.   Adminstrative Services Area: There was extra printer equipment filling up the space between the offices.  This needs to be moved and stored.

      

            Inspection Reports will be distributed to the appropriate Division Managers for review and remedial action.

           The next Team Safety Meeting is scheduled for Tuesday, March 23, 2004 at 9:00 am.
