FINAL MINUTES

Water Demand Committee of the

Monterey Peninsula Water Management District

October 16, 2003

 

 

1.                  Call to Order

The meeting was called to order at 8:30 AM in the District Conference Room.

Committee members present:    Zan Henson

                                          Judi Lehman

                                          Molly Erickson (participated by telephone)

District staff present:     Fran Farina, General Manager

                              Stephanie Pintar, Water Demand Manager

                              Arlene Tavani, Executive Assistant

 

2.                  Consider Draft Ordinance No. 113, Baseline Conservation (scheduled for October 30 Board Meeting)

Note:  Ordinance No. 113 has been renumbered as Ordinance No. 112.  It will be referred to as Ordinance No. 112 in this report.

A revised version of Ordinance No. 112 was presented to the committee for review.  The committee discussed the draft ordinance and suggested changes.  Ms. Pintar was directed to revise the findings.  Discussion on this item was closed so that other items could be reviewed before Director Erickson exited the meeting.  Later, committee members Henson and Lehman resumed discussion of the item.  Director Henson made a motion that the ordinance with revisions be brought to the full Board for first reading.  Director Lehman agreed. 

 

3.                  Provide Direction to Staff on Reassignment of Water Credit

      Ms. Pintar asked the committee to provide direction on the reassignment of water credit from a house that straddles the lot line between two contiguous lots, that are both owned by one party.  The house is scheduled for demolition and the water credit must be applied to one or both of the lots.

 

The committee members agreed that the owner should decide how to split the water credits between the two lots.  New structures could be built on each lot utilizing the water credits. Ms. Pintar advised the committee members that Ordinance No. 98 limits the addition of a second bathroom (no debit to allocation or use of fixture units) to buildings existing at the time the ordinance was adopted.

 

Director Erickson departed from the meeting at 8:55 PM following discussion of this item.

 

 

 

4.         Discussion of Letter Received from Andrea Scott-Willis

      The committee reviewed a letter dated October 3, 2003 from Andrea Scott-Willis, requesting that the District review its policy regarding permits for residential childcare centers.  She questioned the District’s rules that utilize the commercial water use factor for both residential and commercial daycare centers.  The committee agreed that this issue should not be handled administratively, and that the issue may require a change to the District’s Rules and Regulations.   It was suggested that the rules might be amended for residential daycare centers, and that retrofitting the home could be a requirement.  Ms. Pintar was directed to bring this issue to the Board in the future, possibly in conjunction with rule changes that may be associated with development of the District’s policies and procedures manual.

 

5.         Other Items

A question was raised about water use at Window on the Bay Park in Monterey.  Ms. Pintar reported that the city has not yet obtained permits for all sections of the park.  District staff is working with the City to resolve the situation.
