SPECIAL MEETING OF THE CARMEL RIVER ADVISORY COMMITTEE

July 24, 2003, 10:00 A.M.  Carmel Valley Field Office

 

1.         CALL TO ORDER/ROLL CALL

            A.         ELECTION OF CHAIR AND VICE CHAIR

 

                        This item was postponed to the next regular meeting of the committee.

 

2.         PUBLIC COMMENT – There were no comments received from the public.

 

3.         SITE VISIT TO SAN CLEMENTE DAM AND RESERVOIR

 

The group car-pooled from the Carmel Valley field office through the Sleepy Hollow subdivision to the Cal-Am San Clemente property, where they were met by Don Lingenfelter, the dam keeper.  Mr. Lingenfelter escorted the group to the dam, where he described the following: 1.) the need to draw the reservoir down to meet seismic safety requirements set by the California Division of Safety of Dams; 2.) difficulty with drilling through the dam to place additional pipes for the drawdown; 3.) discoloration of water exiting the reservoir due to iron in the reservoir sediments; and 4.) mitigation measures put it place to protect steelhead and California red-legged frogs.  These measures included relocating as many steelhead as possible out of the reservoir pool and placing aerators in the pool to protect remaining steelhead because of lowered dissolved oxygen levels.  California red-legged frog tadpoles were relocated from off-channel pools before the pools dried up due to the drawdown.  In addition, because fine material was passing through the additional pipes placed in the dam, Cal-Am was monitoring the amount of suspended sediment in the river downstream of the dam.

 

The group then visited MPWMD’s fish-rearing facility at Sleepy Hollow, where MPWMD Senior Fisheries Biologist Dave Dettman conducted a tour of the facility and fielded questions from the group.  Mr. Dettman described MPWMD’s recent improvements to the water supply for the facility and repairs completed after a windstorm damaged the facility in December 2002.
