Committee Recommendation: The Administrative Committee reviewed this item at its May 12, 2002 meeting and continued it to its May 14, 2003 meeting, and recommended that the matter be referred to the full Board.

SUMMARY:  Seven proposals were received in response the District’s request for Proposal for a consultant to conduct a search for a general manager.  The proposals will be distributed under separate cover to the members of the Board of Directors who are not on the Administrative Committee to provide the opportunity for review prior to the Board meeting.  Exhibit 16-A is a brief summary that indicates costs, local clients and other comments for each proposal. 

 

RECOMMENDATION:  The Administrative Committee recommended that this matter be referred to the full Board encouraging them to focus on the proposals submitted by Maximus and Shannon Executive Search due to their extensive experience in the water industry.

 

IMPACT ON STAFF RESOURCES:  The 2002-2003 budget includes $7,000 for personnel recruitment.  Of this amount, approximately $4,300 remains unspent at this time.  The personnel section of the budget also contains $59,500 of contingency funds.  The majority of the costs for this consultant will be incurred in Fiscal Year 2003-2004 and funding will be included in that budget which is currently being prepared.

 

BACKGROUND INFORMATION:  General Manager Ernesto A. Avila submitted his resignation to the Board of Directors in a letter dated March 14, 2003.  Effective March 18, 2003, Fran Farina was appointed Acting General Manager until a permanent replacement could be recruited.  District staff developed a Request for Proposals (RFP) for a consultant to conduct a search to recruit a replacement.  The RFP was approved at the April 21, 2003 Board meeting and was mailed to eleven potential consultants on April 23, 2003.  The RFP was also posted on the District’s website and advertised on the Brown & Caldwell Water Jobs website.  Several additional RFPs have been requested as a result of the advertisement.
