PREPARE MAPS FOR IMPLEMENTATION OF REVISED WATER DISTRIBUTION SYSTEM

SUMMARY: As part of the implementation of revisions to the District’s regulations for water distributions pursuant to Ordinance No. 105, a set of maps will be required for staff and the public to determine what provisions of the ordinance apply to a given well or other water source location. Central Coast Surveyors will prepare a new set of original maps, based on the existing set of maps depicting the District boundaries and the boundaries of the Monterey Peninsula Water Resource System (Seaside Coastal Subareas and the Carmel Valley Alluvial Aquifer), adding the outline of the portion of the Carmel River Basin within the District boundaries. Additional costs will be incurred to produce copies of the maps for use by staff, the public, and representatives of the District’s eight jurisdictions. Consideration of this item was deferred from the April 21, 2003 Board meeting at the Board’s direction.
RECOMMENDATION: Staff recommends that the Board authorize staff to expend funds not to exceed $3,000 to retain Central Coast Surveyors to perform the tasks specified in Exhibit 4-A and for reproduction of 30 copies of the map sets. The Administrative Committee reviewed this item at its April 14, 2003 meeting and recommended approval by a vote of 2 to 1. This item will be approved if it is adopted as part of the Consent Calendar.
DISCUSSION: Ordinance No. 105 was adopted by the Board at
the December 16, 2002 meeting. As revised by this ordinance, Section 4, Rule
20.C.2 of the District Rules and Regulations (Exemptions for Water Distribution
System Permit) has the effect of requiring single-parcel connection systems to
obtain a water distribution system permit if
“...that system derives its source of supply from the within the Carmel River Basin, as shown in the map provided in the Implementation Guidelines; and/or the Seaside Coastal Subareas of the Seaside Groundwater Basin. The Carmel River Basin and Seaside Coastal Subareas are defined in Rule 11, Definitions.”
Although a set of District maps exists defining the Carmel Valley Alluvial Aquifer and the Seaside Coastal Subareas, there is no map or maps at a suitably large scale that shows the Carmel River Basin. Therefore, a new set of maps must be drafted and copied so that staff, the public, and other public agencies may determine which set of regulations applies to a given water source. Exhibit 4-A is a proposal for drafting services by Central Coast Surveyors of Monterey. The estimated costs for the drafting work is $2,450. In addition, copies of the map sets will be required for use by staff and distribution to the eight jurisdictions within the District and other public agencies. Copies will be available for inspection by the public at the District office, and for purchase. The estimated cost for reproduction of 30 sets of the maps is $300. Staff recommends a not-to-exceed amount for this project of $3,000 to include drafting services, reproduction of the maps, and contingencies.
IMPACT ON STAFF/RESOURCES: Staff time will be required to develop and administer a contract for drafting services with Central Coast Surveyors and to arrange for reproduction of the map sets. Andrew Bell, District Engineer, will be in charge of this work. Once the maps are produced, staff members who will be processing applications for water distribution system permits, and interpreting and enforcing the revised regulations, will need to become familiar with the maps, how to use them, and how to explain their use to the public and other agencies’ representatives.
Funds for implementing the revised water distribution system regulations are included in the mid-year 2002-2003 budget adjustment under Program 2-6-6 (Implement Ordinance No. 105, $51,000 total).
