SUMMARY:  Staff requests authorization to spend not more than $4,700 of FY 2002-2003 Mitigation Program funds to purchase a standby replacement cold well pump (P3/4) for the Sleepy Hollow Steelhead Rearing Facility (Facility).

RECOMMENDATION:  Authorize the General Manager to expend funds totaling $4,700 for the purchase of a standby replacement pump. The Administrative Committee considered this item on March 11, 2003, and recommended approval on a vote of 2-0.

BACKGROUND:  The water inflow at the Facility runs from the river pumps, through the cooling tower, then into the cold well to be pumped to the rearing channel and holding tanks.  Three pumps are in the cold well, a large variable speed, and two smaller constant speed pumps that run on alternate weeks.   This item would be a backup for the two smaller pumps in case of failure.  The lead-time to order a new pump could be several weeks, so it is necessary to have a replacement pump on hand to maintain operations and avoid potential impacts to fish in the Facility.

IMPACTS TO STAFF/RESOURCES:  Funds for this project expense are included in the FY 2002-2003 District Budget under Aquatic Resources Fisheries as line item No. 2-4-1G, Standby replacement pump – cold well (P3/4), $4,700.
