1.

 

Evaluate and Certify EIR on Water Augmentation Projects in Compliance with CEQA and NEPA

 

District consultants submitted an administrative draft Phase I engineering study for detailed staff review, and continue to develop missing information.  Additional cost information to compare local alternatives to the reservoir project and Plan B may be requested.  Staff and consultants met with Sand City representatives to discuss potential desalination sites. District consultants delivered the draft Carmel River Flow Threshold Report to be presented at the 1/30/2003 Board meeting.

Revise the Water Permit Process

 

 

 

 

A draft request for proposals for consulting services related to this initiative was mailed the week of November 12, 2002.  None of the consultants (7) responded.  The District is determining next steps to increase outreach in this effort.

 

3.

 

Develop Seaside Basin Ground Water Management Plan

 

 

 

The proposal from Jones & Stokes was accepted at the 12/16/2002 Board meeting.  A project orientation meeting has been conducted, and memoranda on environmental review and public participation are in preparation.

 

4.

 

Develop Storm Water Reuse Plan

 

 

 

Pursuant to direction by the Board at the 1/16/2002 strategic planning session, storm water reuse has been incorporated into the water supply augmentation initiative.

 

5.

 

Increase Innovative and Effective Conservation Practices

 

A presentation on this initiative will be scheduled for a future Strategic Planning Session.  The Board has given priority to Initiatives 1 through 4.
