SUMMARY:  Included as Exhibit F-2  is text of the Draft 2000 Annual Report of the Monterey Peninsula Water Management District.   Information is presented here on the cost to publish and distribute the final report which will include photographs and charts that illustrate the District's accomplishments in the year 2000. The final report is scheduled to be completed by April 27, 2001.  The time line assumes that the Public Outreach Committee will submit comments on the text by March 30 and conduct one meeting to review the final draft layout of the report.

RECOMMENDATION:  The Board should accept public comment, then direct staff to finalize the text and proceed with production and distribution of the final report for a not-to-exceed amount of $11,000.   Directors are asked to submit their written comments or edits on the report to staff by March 30, 2001.  The Administrative Committee unanimously approved a motion supporting staff's recommendation with the provision that the draft report be reviewed by the Public Outreach Committee and that the report be produced and distributed in the most cost effective manner.

IMPACT ON STAFF RESOURCES:   The cost to publish and distribute the 2000 Annual Report is estimated to be approximately $11,000.    The cost includes $10,440 for Rauch Communication Consultants to edit, design and publish the report as outlined in the memorandum from Martin Rauch included as Exhibit F-1.    In addition, approximately $560 is needed to mail 115 copies of the report and notify the general public that it is available for review.

The fiscal year 2000-2001 budget contains $5,000 for production of the Annual Report.  Approximately $2,700 remains because funds were spent on completion of the 1999 report.   Only $33,600  has been spent from the $76,200 set aside in the Public Information Program account.  Funds from the Public Information Program account could be used to pay for production and distribution of the 2000 Annual Report.

BACKGROUND INFORMATION: The District's enabling legislation requires that a public hearing on the annual report be conducted in March.   Special notice of the public hearing was published in the Monterey County Herald on Thursday, March 9, 2001.

In order to encourage the public to review the final report at the District's web site, staff plans to notify the public that the report is available upon request, or can be viewed at the web site.    A post card will be mailed to approximately 600 members of the public, media and federal and state agencies notifying them that the report is available.   In addition, notice of release of the report will be published in the Monterey County Herald, the Coast Weekly and the Carmel Pine Cone newspapers.

Staff proposes to mail 115 copies of the final report to local libraries, city councils, planning commissions, Monterey County Board of Supervisors, Monterey Peninsula Airport District Board of Directors, MPWMD Technical Advisory Committee, Carmel River Advisory Committee and representatives from the Carmel Area Wastewater District and the Pebble Beach Community Services District.
