Receive Report, Discuss and Provide Direction on the Value Engineering Final Report for the Cal Am Desalination Facility

 

 

Summary:

The Final Value Engineering (VE) Study for the Monterey Peninsula Water Supply Project is presented as Exhibit 3-A  and distributed under separate cover.  The Governance Committee reviewed the study on August 25, 2014, and deferred making a recommendation until additional information was available.  A summary of the committee’s discussion is attached as Exhibit 3-B.   Attached as Exhibit 3-C is a report from Separation Process, Inc. (SPI) commenting on the VE study.

 

The Monterey Peninsula Regional Water Authority (MPRWA) will review the VE Study and SPI evaluation on October 9, 2014.   Jim Cullem, Executive Director of the JPA, will advise the Governance Committee of the the JPA’s recommendation at the October 15, 2014 meeting.

 

 

Action:

The Governance committee should review the Final VE Study and the SPI analysis; receive reports from California American Water and the MPRWA; take public comment and then make a recommendation to California American Water as to incorporation of value engineering options into final design of the desalination facility.  

 

 

Discussion:

The VE Study for 30% design of the desalination facility focuses on value improvements, in particular potential cost savings.  Requirements mandated by the settlement agreements, as well as directions from the Governance Committee on environmental and aesthetic issues, should still be incorporated into the design.  In August 2014, the MPRWA contracted with SPI to conduct a review of the VE study.  The review is attached as Exhibit 3-C.
